PDF allow both raster and vector graphics an can handle both methods of creating graphics. Its important to distinguish the difference between raster and vector when converting a PDF to DWG.
Vector graphics is composed of curves or polyline segments and are scalable. Raster images are composed of pixels and are sometimes referred to as bitmap graphics. The difference between these two types can be seen by simply zooming into the PDF file and zooming down 400%-%1000.

When converting PDF to DWG in combination with Vector file your drawing will lines, shapes and text strings (MTEXT) so that they can be accurately imported into AutoCAD or any DXF supported CAD Application.
